Size L fit my poodle, back length 30cm and chest 30cm. Very easy to put on, especially since my mischievous pet doesn't like being dressed.) The only minor drawbacks are that for a male dog, you'll need to slightly cut the arch of the harness, as the belt is too close to the body, and there's no hole on the back for a leash clip under the harness.

It has clips to adjust it, I love that it's transparent because even though the hat is large, you can still see through it without any problems.
We loved it, it fits great, but he's growing. I had to trim the part of the head because it was just covering his eyes. Now I have to get him the XXL size, and if there's a 3XL size, even better.
